8:30 By custom, the Joint Chiefs of Staff in attendance and the SCOTUS members only applaud rarely, and in matters related to their field. They’re supposed to be non-partisan; any applause for political stuff is seen as unbecoming. So that explains why they haven’t been clapping, in case you were wondering. Also, the clerks in front of the podium are prohibited from applauding for anything, except presumably when POTUS enters.
