Rove was afraid to ditch Rumsfeld after 2004 elections

Another relevant bit from Woodward’s State of Denial.

Former White House Chief of Staff Andy Card pressed the President to replace Donald Rumsfeld as Secretary of Defense. Bush was apparently “intrigued” and considered it, but ultimately Rove and he decided against it (despite Card’s request to ditch Rumsfeld for somebody more ‘diplomatic’) because they were afraid that Senate confirmation hearings for a new SecDef would bring up how the war was going, and would provoke Senate hearings on the situation in Iraq.

Also, those rumors we heard a while back that Liberman was being considered to replace Rumsfeld were legit. It was being considered, according to Woodward.
