US food aid seen squeezed by Bush budget

That’s an article which states that the President will seek zero increase in food aid for 2007’s budget. Which is already about .5 billion dollars down from 2003. What are we doing with the rest of that money? Oh you know. Just stuff like uh… universal health care, increased budget for domestic programs designed to help the poor such as Medicaid, welfare, aid to the homeless, adequate increase in Veteran Affairs funding, no wait. Oh I remember where that money went. So does WaPo:

Defense Secretary Pushed for New Powers to Better Deal With Emergencies
Congress has granted unusual authority for the Pentagon to spend as much as $200 million of its own budget to aid foreign militaries, a break with the traditional practice of channeling foreign military assistance through the State Department.
