SOTU- Setting the tone for….?

Read this:
[Iran is] now held hostage by a small clerical elite that is isolating and repressing its people. The regime in that country sponsors terrorists in the Palestinian territories and in Lebanon – and that must come to an end. The Iranian government is defying the world with its nuclear ambitions – and the nations of the world must not permit the Iranian regime to gain nuclear weapons.
What is he setting the tone for? Can you remember the last time he said this type of thing? Saying the country was held ‘hostage’ by its rulers?
He’s spoken a lot of ‘isolationism’ (about 5 times in the speech) and how American must not be isolated. What is he gearing up for? On the bright side, he didn’t spend much time on Iran, and the speech moved on.
